China's Central Committee and State Council: Promote Cross-Industry, Cross-Region Integration, Avoid 'Involution-Style' Competition
The Communist Party of China Central Committee and the State Council have issued an opinion on developing new quality productive forces, focusing on cultivating and expanding emerging industries. The document calls for accelerating strategic emerging sectors including next-generation information technology, new energy, new materials, intelligent connected new energy vehicles, robotics, biomedicine, high-end equipment, and aerospace. It also urges localities to build distinctive, complementary industrial clusters based on local conditions, promoting resource agglomeration, concentrated players, integrated outcomes, and division of labor.
To improve industrial efficiency, the opinion emphasizes deepening specialized division of labor within industries and products, advancing cross-industry and cross-regional integration, and avoiding 'involution-style' competition. It proposes establishing cross-regional industrial collaboration mechanisms led by industrial chains and with enterprises as the main actors. Under this framework, the eastern region is encouraged to drive the development of emerging industries in the central, western, and northeastern regions in ways tailored to local conditions.
The document also states that, on the premise of ensuring safety, China will promote the healthy and orderly development of the low-altitude economy and commercial space. The opinion is part of broader efforts to foster new quality productive forces—innovation-driven growth that avoids low-quality, repetitive competition. The explicit naming of robotics, intelligent connected vehicles, and other high-tech sectors signals policy priority and could shape investment and industrial planning across regions.
