China Unveils Guidelines to Boost Strategic Emerging Industries, New Quality Productive Forces
The Communist Party of China Central Committee and the State Council have issued the "Opinions on Developing New Quality Productive Forces," Xinhua reported. The document identifies strategic emerging industries as key pillars for future growth and calls for their cultivation and expansion.
It urges faster development of next-generation information technology, new energy, new materials, intelligent connected new energy vehicles, robotics, biopharmaceuticals, high-end equipment and aerospace. Authorities should build strategic emerging industry clusters with local features and complementary advantages, concentrating resources, entities and achievements while promoting division of labor and cooperation.
To prevent fragmented competition, the guidelines call for deeper specialization within industries and products and for cross-industry, cross-regional integration. They explicitly caution against "involution-style" competition, a term referring to excessive, low-value rivalry.
The policy proposes a cross-regional industrial collaboration mechanism led by industrial chains and enterprises. Eastern regions are encouraged to help central, western and northeastern regions develop emerging industries suited to local conditions.
The document also stresses the orderly and safe development of the low-altitude economy and commercial space. It underscores Beijing's broader push to advance new quality productive forces—innovation-driven, digital and green growth—as global technological competition intensifies.
