CPC Central Committee and State Council Push Full 'AI+' Action
The Communist Party of China Central Committee and the State Council have issued an opinion on developing new quality productive forces, calling for the full implementation of the “AI+” action to transform traditional industries.
The document emphasizes accelerating AI adoption in new-generation intelligent terminal scenarios, including intelligent connected new energy vehicles, AI-powered phones and computers, and humanoid robots. It also calls for faster innovation in AI and other digital-intelligent technologies, breakthroughs in basic theories and core technologies, and more efficient supply of computing power, algorithms and data.
The opinion urges localities and industries to set up national pilot testing bases for AI applications and high-value application scenarios, promoting AI use across sectors. It stresses tailoring policies to local conditions and specific industries, aiming to embed AI in manufacturing, services, and public governance. The “AI+” initiative seeks to integrate artificial intelligence with the real economy and create new growth engines.
To keep AI safe, reliable and controllable, the guideline proposes a system for technology monitoring, risk early warning and emergency response. The measures, reported by Xinhua, underscore Beijing’s push to make AI a core driver of industrial upgrading and new quality productive forces. They also reflect a broader strategy to strengthen China’s computing infrastructure, data resources, and AI talent pipeline. Humanoid robots are listed among key intelligent terminals, signaling policy support for embodied AI and robotics.
