Shenzhen Issues Work Plan to Boost High-Quality Growth of Intelligent Robotics Industry
The Municipal Bureau of Industry and Information Technology and the Municipal Bureau of Science and Technology Innovation of Shenzhen have jointly rolled out the "Work Plan for the High-Quality Development of the Intelligent Robotics Industry (2026-2028)". The document serves as a strategic roadmap for the city's robotics ecosystem during the three-year period.
Under the plan, Shenzhen strives to become the world's most influential hub for intelligent robotics by 2028. To achieve this, it will foster the most vibrant agglomeration of innovative robotics companies in China, promoting breakthroughs in core technologies and business models. At the same time, the city aims to establish a globally competitive cluster for intelligent robotics software and hardware, strengthening its supply chain across components, modules, and mature machinery.
Additionally, Shenzhen intends to be recognized as an international robot-friendly demonstration city center, encouraging safe and efficient robotic applications in urban life and industry. Within the Guangdong-Hong Kong-Macao Greater Bay Area, it will also create an open-source robotics ecosystem center, enabling knowledge sharing and co-development among regional innovators. These four initiatives form a "two zones and two centers" layout that maximizes synergy and accelerates advancement along the entire value chain.
The move reflects Shenzhen's ambition to secure leadership in this emerging sector, leveraging its strengths in electronics, AI, and advanced manufacturing. By aligning resources and policies, the plan is expected to attract talent and investment, potentially setting a national example for intelligent robotics development.
