Shenzhen Unveils Plan to Advance Core Technologies in Intelligent Robotics
Shenzhen's Municipal Bureau of Industry and Information Technology and the Municipal Bureau of Science and Technology Innovation have jointly released the "Shenzhen Municipal Action Plan for Promoting High-Quality Development of the Intelligent Robot Industry (2026–2028)." The plan outlines a comprehensive roadmap to strengthen the city's position in intelligent robotics by focusing on core technologies and strategic innovation.
A central element of the plan is the pursuit of breakthroughs in several key areas. These include the development of autonomous toolchains for embodied intelligence ecosystems, the creation of advanced embodied intelligence models, the construction of humanoid robot bodies, and the independent localization of critical components. The initiative aims to deepen technical expertise and reduce reliance on external sources for these foundational elements.
To achieve these objectives, the plan leverages leading research entities, such as the Shenzhen Leading Edge Open Intelligence Research Institute. The institute is expected to drive progress in embodied intelligence motion control and motion generation techniques, which are pivotal for enabling robots to interact with the physical world in a seamless and dexterous manner. These technologies are considered essential for the practical deployment of humanoid robots.
Furthermore, the plan establishes joint funds for robotics and artificial intelligence research. These funds are dedicated to supporting cutting-edge foundational studies, fostering original innovation, and building a robust scientific and technological base. The initiative reflects Shenzhen's broader strategy to emerge as a global leader in the intelligent robotics value chain, addressing both short-term technical gaps and long-term industrial competitiveness.
