UK SMEs Shun Robots: Skills Gap, Not Cost, Holds Back Adoption
The UK's manufacturing robotization is embarrassingly stalled. According to Make UK, three-quarters of small and medium-sized manufacturers still use no robots. International Federation of Robotics data shows the UK's robot density is 112 per 10,000 workers, about half the EU average and below the global average of 151.
After over a decade of government grants, skills programs, and financing schemes, the situation has hardly changed. The common explanation is money: manufacturers can't afford robots, so subsidies and easier financing are proposed.
But the real problem lies elsewhere. The people who understand automation — production managers and process engineers — already exist inside these firms. What's missing are people who can actually make robots work.
Getting robots to run has never been about the hardware. Manipulators, AMRs, and vision systems are mature. The real challenge is programming, integration, and verification, which require specialists in ROS2. These experts are extremely scarce in the UK.
For mid-sized manufacturers, options are limited: hire a system integrator with high upfront costs and late validation, or shelve the idea. Most choose the latter.
The root cause is that robot development infrastructure was built for "others." Many manufacturers have software capability, but developers can't apply it to robotics because the toolchain isn't designed for them. What's missing is an abstraction layer, like cloud platforms that let ordinary developers deploy complex apps.
Now, ROS2-based platforms offer browser-based development environments, simulation tools, and mainstream language SDKs. This allows virtual modeling and testing before hardware purchase, making experiments cheap and iteration fast.
Make UK's research finds nearly half of manufacturers cite skills as the biggest barrier. But the author notes this shortage is a result of tools being inaccessible. "You don't build skills around tools that exclude you." Robots are ready; the question is whether factory workers get tools they can actually use.
