Industry data reveals a massive shortage of physical compliance data: only 500,000 hours exist in China, while commercial robot deployment requires tens of millions of hours. The 'Jubao Basin' focuses on data services, adopting a '1+N' model with six standardized training scenarios (smart home, new retail, 3C industry) on-site, plus diverse off-site scenarios in Bao'an like homes, stadiums, and elder-care facilities. Once complete, it will support over 100 terminals for parallel collection, covering 50-100 task types, and is expected to cut R&D costs by 30-50%.

Bao'an's strategy is to open full-time, full-domain, and all-industry scenarios for first trials. Xuanji Power's quadruped robots, focused on firefighting and emergency response, required complex testing environments. With government coordination, Tiezi Park granted testing access; after testing began, the park's management developed new applications that drove further iterations and opened new markets.
