Hong Kong Chief Executive John Lee Positions AI as Key Industry in First Five-Year Plan

On March 16, Hong Kong Chief Executive John Lee unveiled the region's first five-year plan for economic and social development (2026–2030). Central to the plan is the promotion of artificial intelligence as a key industry for Hong Kong's future, with the goal of empowering all sectors through AI technology.

The plan outlines a multi-dimensional approach to enhance the AI ecosystem. It calls for a comprehensive push of the "AI+" initiative, which aims to integrate AI across various industries. This includes strengthening cross-sector collaboration, deepening the development and utilization of data resources, and fostering closer coordination with mainland China to leverage synergies.

To support the growth of the AI industry, the government will focus on upgrading computing infrastructure. A major project is the construction of the Sha Ling Data Park, which will provide the necessary computing power for AI development. This infrastructure is seen as crucial for attracting investment and nurturing AI innovation in Hong Kong.

The plan also addresses the legal and regulatory environment. Authorities will review existing laws to facilitate broader application of AI and data, ensuring that Hong Kong's legal framework remains relevant and supports the development of AI and intelligent systems. This includes creating a regulatory framework that encourages innovation while safeguarding public interests.

In addition, the government will support small and medium-sized enterprises (SMEs) in accelerating the adoption of AI technologies. Efforts will be made to improve public AI literacy, enabling residents to enjoy safe and convenient digital living. These measures aim to ensure that the benefits of AI are widely accessible.

Furthermore, the plan outlines a strategy for AI-driven industrial transformation, with a specific focus on life sciences and embodied intelligence. By leveraging AI in these areas, Hong Kong aims to drive innovation and economic growth. The overall vision is to position Hong Kong as a leading hub for AI development and application, contributing to the city's long-term competitiveness and quality of life.
